Service Description: The HSM introduces a science-based technical approach that takes the guesswork out of safety analysis. The HSM provides tools to conduct quantitative safety analyses, allowing for safety to be quantitatively evaluated alongside other transportation performance measures such as traffic operations, environmental impacts, and construction costs. The HSM provides the following tools:
Methods for developing an effective roadway safety management program and evaluating their effects. A predictive method to estimate crash frequency and severity. A catalog of crash modification factors (CMFs) for a variety of geometric and operational treatment types, backed by robust scientific evidence. State calibration efforts are currently underway and calibration factors will be released upon completion. Louisiana-specific SPFs are currently under development and will also be released upon completion.
